To obtain a temporary residence permit for self-employment in Portugal, foreign citizens must follow the following steps:

• Legal entry declaration to SEF (Portugal Immigration department)
•  Obtain NIF number (tax identity) from the Finance & taxation department
• Obtain accommodation confirmation letter from Junta de freguesia
• Register company or register as freelancer in Portugal
• Obtain a Social Security number from Segurança Social Institute
• Obtain employment contract and pay taxes (23.75% by employer, 11.00% by employee, and a standard VAT rate of 23%)
• Visit SEF for fingerprints and submit required documents
• Residence card will be delivered to the applicant’s address.
