To obtain a temporary residence permit for self-employment in Portugal, foreign citizens must follow the following steps:

• Report entry to SEF (if entered via a border not subject to control)
•  Obtain NIF number for tax purposes
• Confirm accommodation through the Junta de freguesia
• Register the company or register as a freelancer
• Obtain a social security number from Segurança Social Institute
• Obtain an employment contract and pay taxes
• Submit a residency permit application through the SAPA portal, including proof of regular entry, means of subsistence and a criminal record extract.
